INVITATION FOR PREQUALIFICATION

Contract A5

Power, Control & Communication (PCC) and Mechanical & Auxiliaries

for Sluices

This Invitation for Prequalification follows the General Procurement Notice for the above project, which was published in EBRD Procurement Opportunities, dated 20 October 2003.

The Federal Agency for Construction, Housing and Communal Infrastructure (the Employer) intends applying the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of completion of St Petersburg Flood Protection Barrier.

The Employer intends prequalifying firms and joint ventures to tender for the following contract to be funded from part of the proceeds of the loan:

Contract A5 - Power, Control & Communication (PCC) and Mechanical & Auxiliaries for Sluices.

The contract is for the following components of the St Petersburg Flood Protection Barrier:

Power supply to the main electrical facilities

Control systems for the main functionality of the Barrier

Communication systems

Installation of sluice operating systems for two of the six sets of sluices on the Barrier

It is expected that works will commence in the forth quarter of 2005 and be completed by late 2008.

Prequalification and tendering for contract to be financed with the proceeds of a loan from the Bank is open to firms and joint ventures of firms from any country. The proceeds of the Bank’s loan will not be used for payments to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations

Prequalification documents may be obtained from the address below upon payment of a non-refundable fee of Russian roubles 5,000 including 18% VAT or equivalent in US dollars.

If requested, the documents will be promptly dispatched by courier (the cost of courier services is borne by applicants), but no liability can be accepted for loss or late delivery.  Prequalification documentation will be issued in English with a copy in Russian.

The prequalification documents must be duly completed and delivered to the address below, on or before 12:00 hours on 17 January, 2005. Documents which are received late may be rejected and returned unopened.
