PROCUREMENT NOTICE 

This Invitation for Tenders follows the General Procurement Notice for the above project, which was published in EBRD Procurement Opportunities dated 20 October 2003.

The State Committee of the Russian Federation for Construction and Housing Complex (Gosstroy), hereinafter referred to as “the Employer”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of the Project for Completion of St Petersburg Flood Protection Barrier.

The Employer now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the loan:

Completion of Concrete Structure for Sluice B-1

The Works to be executed comprise the completion of concrete work to the superstructure of the Sluice B-1 and completion of the associated road bridge requiring a total volume of reinforced concrete of about 16,000m³.

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country.

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:

1. Have an annual turnover as prime contractor over the last five years of US Dollars 10,000,000 equivalent; and

2. Have successful experience as prime contractor in the execution of at least three projects of a nature and complexity comparable to the proposed contract within the last five years

3. Have an access to financial means sufficient to meet the construction cash flow for the contract for a period of four months, estimated as not less than US Dollars 1,500,000 equivalent, taking into account the applicant's commitments for other contracts.

4. Provide suitably qualified personnel to fill the key management and specialist positions.

5. Own, or have assured access to key items of equipment

6. Prior to award of Contract hold licenses issued by Russian licensing authorities to execute construction works in the capacity of prime contractor, and for execution of works on marine and hydro technical structures. Licenses shall be valid for the whole period of execution of works.

Any tender, which does not comply with the above, shall not be subject to further evaluation and shall be rejected.

Tender documentation may be obtained from the office at the Address 1 below upon payment of a non-refundable fee of Russian roubles  9,000 including 18% VAT, or equivalent in a convertible currency, and submission of bank receipt of payment.

If requested, the documents will be promptly dispatched by courier, but no liability can be accepted for loss or late delivery. Tender documentation will be issued in English with a copy in Russian..

All tenders must be accompanied by a tender security of US Dollars 150,000 or its equivalent in Russian Roubles.

Tenders must be delivered to the office at the Address 2 below on or before 1200 hours on 17 May 2004 at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.

A register of potential tenderers who have purchased the tender documents may be inspected at the Address 1 below.
