PROCUREMENT NOTICE 

This Invitation for Prequalification follows the General Procurement Notice for the above project, which was published in EBRD Procurement Opportunities, dated 20 October 2003.

The State Committee for Construction and Housing Complex of the Russian Federation (the Employer) intends applying the proceeds of a loan from the European Bank for Reconstruction and Development [the Bank] towards the cost of completion of St Petersburg Flood Protection Barrier.

The Employer intends prequalifying firms and joint ventures to tender for the following contracts to be funded from part of the proceeds of the loan: 

Contract A3, Navigation Opening C1, Tunnel including Northern Approach and Dam D4

The contract is for the primary navigation opening in the St Petersburg Flood Protection Barrier in the Russian Federation. The work involves completion of a navigation opening (200m wide) with closure gates and a tunnel passing underneath. The navigation opening is bounded on either side by embankment dams. The contract includes completion of the northern dam section.

It is expected that works shall commence before the end of 2004 and be completed by the end of 2006. 

Contract A4, Navigation Opening C2 and Lifting Bridge

The contract is for the secondary navigation opening in the St Petersburg Flood Protection Barrier in the Russian Federation. The work involves completion of a navigation opening (110 m wide) with a lifting bridge over the opening.

It is expected that works shall commence before the end of 2004 and be completed by the end of 2006.

Prequalification and tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms and joint ventures of firms from any country. Candidates may prequalify for one or both Contracts.

Prequalification documents may be obtained from the address below upon payment of a non-refundable fee of Russian roubles 5,000 including 18% VAT or equivalent in a convertible currency.

If requested, the documents will be promptly dispatched by courier, but no liability can be accepted for loss or late delivery.  Prequalification documentation will be issued in English with a copy in Russian.

The prequalification documents must be duly completed and delivered to the address below, on or before 1200 hours on 22 April 2004. Documents which are received late may be rejected and returned unopened.
