This Invitation for Expression of Interest follows
the General Procurement Notice for this project published on the EBRD
website on 09.07.2003.
The State Committee of the Russian Federation for
Construction and Housing Complex (Gosstroy of Russia) intends using
the proceeds of loan from the European Bank for Reconstruction and
Development, towards the appointment of a consultant to assist with
the management of the completion of the construction of the
Saint-Petersburg Flood Protection Barrier. Estimated cost of the
Project is 418
million USD.
The proposed project will require an experienced
consultant to carry out the project management, procurement and
supervision of construction utilising the best international practise
methods.
Main objectives of the assignment shall be:
· provision of project management and
procurement services in accordance with the applicable laws and
regulations of Russia and the procurement rules of the EBRD;
· provision of construction supervision
services under contracts financed from the proceeds of international
financial institutions (standard form of contract will be FIDIC).
The assignment is expected to start in the first
quarter of 2004 and will last about eight years (including two years
of the defect liability period).
Candidates should note that they will be required
to provide evidence of registered representation in accordance with
the Russian Legislation prior to award of contract, and evidence of a
formal application for such registration where the candidate is not
already registered will be a requirement for selection at the proposal
stage. Candidates will be required to have all necessary Russian
Licences for the work prior to award of contract.
To be considered for shortlisting it is envisaged
that a consultancy firm (consortium) has proven track record of
assignments in project management, construction contracts supervision
and procurement under projects of a size and complexity comparable to
this project in the last five years.
It is envisaged that the PM/E’s senior key staff
shall include but not limited to the Project Manager, Deputy Project
Manager, Chief Resident Engineer, Tender Document Specialists,
Resident Engineers, Deputy Resident Engineers, Quantity and Quality
Surveyors, Civil Engineers, Mechanical Engineers, Environmental
Engineers, Electrical Engineers and Automation Engineers.
The contract will be financed from the proceeds of
the EBRD’s loan and consulting firms from any country are eligible for
short-listing and selection.
Interested firms (or consortiums established for
the purposes of rendering consultancy services) are hereby invited to
submit their expressions of interest. Qualified consulting firms
included in the shortlist will be formally invited to submit proposals
following this invitation.
In order to determine the capability and experience
of consulting firms seeking to be shortlisted, the information
submitted shall include the following:
· company profile, organization and staffing,
and where the candidate has more than one firm in its group, the
proposed legal structure of the project team, commentary on the
anticipated percentage of Russian and International input, information
about candidate’s (or any of the consortium members’) about permanent
active operational offices in Russia (20%);
· details of experience or similar
assignments undertaken over the previous five years, including their
locations, the contract value and assignment value, and the role
carried out. Candidates should demonstrate experience in management of
the procurement and implementation of complex multidisciplinary
projects exceeding $150m in value and including aspects of marine
works, earthworks, mechanical, electrical and control installations,
introduction of state of the art project management techniques,
international procurement with IFI rules and Russian rules, work in
environmentally sensitive areas, experience in projects in Russia, CIS
countries and Eastern Europe (60%);
· Concise CVs of the project leader, and two
deputies and up to 10 senior support experts that could be available
to work on the assignment. CV’s will be evaluated on overall project
supervision experience including FIDIC contracting and IFI-funded
projects, experience of design, construction and supervision of large
scale civil engineering/multidisciplinary projects and project
experience in Russia, CIS, Eastern Europe and internationally (20%).
The above information should not exceed 30 pages
excluding CV’s which should be no longer than 1 page each.
Three copies of the above information in English
and three copies in Russian should be submitted to the address below
in an envelope marked "Expression of Interest for the Project
Management/Engineering Consultancy Services for the St.Petersburg
Flood Protection Barrier" not later than 20.11.2003.
For purposes of interpretation, the English
language version shall prevail.
