Completion of St. Petersburg Flood Protection Barrier

INVITATION FOR TENDERS

This Invitation for Tender  follows the General Procurement Notice for the above project, which was published in EBRD Procurement Opportunities, dated 30 November 2004.

The Federal Agency for Construction, Housing and Communal Infrastructure (Rosstroy) intends applying the funds of the Federal Targeted Investment Program and proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of completion of St Petersburg Flood Protection Barrier.

The Federal Agency for Construction, Housing and Communal Infrastructure (Rosstroy), hereinafter referred to as “the Employer”, invites sealed tenders from contractors for the following contracts which are part of the Project for Completion of St. Petersburg Flood Protection Barrier.

Acting in the interests and on behalf of the Employer, ZAO “Geningconsult” (as a consultant of Rosstroy in the Project management and procurement) is the organizer of tendering process as regards following contracts.

Tenders are invited for one or more contracts. Tenders for more than one contract must offer discounts and such discounts will be considered in the comparison of tenders.

Tender documents may be obtained from the office at the address below upon payment of a non-refundable fee of 700 US Dollars including 18% VAT or equivalent in Russian roubles for each set of tender documents in English or Russian language, and submission of bank receipt of payment.

Payment shall be made to one of the following accounts of the ZAO “Geningconsult” :

The application for the tender documents should clearly state the following information: the tenderers’ name, the address, telephone and fax numbers, a statement in what language tender documents are requested and for what contact, bank’s essential elements of the tenderer if it is required to issue invoice for payment for tender documents. Before sending the application interested companies must inform the Employer about their intention to participate in tenders.

All tenders shall be valid for a period of 112 days after tender opening and must be accompanied by a tender security in the amount of no less than below mentioned or equivalent in Russian roubles: 

Tenders must be delivered to the office at the address below on or before 12:00 hours, Moscow time, on April 07, 2005 at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.

The Employer does not intend to entertain any requests for extension of the deadline for tenders’ submission. The tenderers are requested to adhere to all the time limits prescribed in the tender documents including the date of pre-tender meeting, the deadline for clarification of requests and ultimately for tenders’ submission.
